Selangor MB, Vincent Tan & Runding Terus: A toxic mix of business and politics?



The days when you can put a spin on a project to make it seems that it is "untuk bangsa, agama dan negara" to justify a 'runding terus' project is over!


Who is involved; The Selangor State government.

The contractor/developer; Landasan Lumayan Berjaya Sdn Bhd (LLB)


And what is the project about?


Is it a flood mitigation/prevention project of the Sungai Klang for a distance of 56km from Mid Valley to Port Klang.

OR

Is it a project to build houses along both sides of the river with a Gross Development Value (GDV) of RM10 billion?


How about making it into a runding terus project where the contractor spends RM700 million to deepen and widen the Klang River for flood mitigation, and in return, the Selangor state government gives the contractor land along both sides of the river on which the contractor, now turn developer, can build houses with a GDV of RM10 billion.


Wooha....you spend RM700 million on a project and get land on which you can develop housing with a GDV of RM10 billion.

Ponder on that for a while. Any which way you want to look at it, it is a berat sabelah deal. A one-sided deal. A win-win for the contractor. A lose-lose for the Selangor state government So why is the Selangor State government even considering such a deal? Why the 'runding terus'...why, why why?


Abdul Razak Ismail has these questions to ask of the Selangor State government:

With the State elections a few months away, I think the Selangor State government better get their act together and explain this lose-lose deal that they have entered into with Landasan Lumayan Berjaya Sdn Bhd (LLB).

Looks like the old Linear City Project that was proposed by Vincent Tan or YTL but abandoned decades ago.


Based on my privatisation experience and exposure, I see nothing wrong if it's a RFP (like a tendering procedures) meaning State identify and initiate the project idea and invite others to submit their best proposals thru RFP.


But if the private party that identify and promote on the project that's non existent, then it's kosher to give the party an exclusive letter of intend for say 6 mths to do the studies and make detail proposals along with a draft privatisation agreement. This is to promote and welcome new ideas fr the business communities and have been done for ages under…

I was a budding Citibanker when I used to handle the huge concessionaire of Samling Timber owned by Mr Hew Teck Seng of Swak and was exchanging greeting cards with Yaw Chee Meng for awhile but never get to meet. Anyway Samling is one of the quietly richest group probably in Asia at that time and must be gargantuan now. They were much bigger than the Ayala Gr in Philippines owned by Enrich Zobel and family.


Anyway, Vincent Tan may be super big like Syed Mokhtar but both can't really postulate the kind of projects they are getting into other than to prop up their stocks and shares. I think that was the aim as otherwise why get involved in…

Not sure if it was a rundingan terus. The rfp is attached here. It is always somekind of quid pro quo but that said, vincent is almost always more agressive than others.

A sand mining contractor will not want to clean the river if theres no sand in it as a payment for the job. A smaller developer may abandon the project half way.
