Do not forget the enforcement from Local Council who do likewise regularly & I am sure there horror stories on this too. How are smalltime businessmen or traders to survive, forget paying taxes when it ends up in these little napoleon's pockets?
Pmx is right. It is systemic. It has also become our culture. We know this started with the politicians and thereafter the civil servants.
The question is how do we solve this problem?
