Just to be fair, Most western education system get theur first test/ assesment in summer at the age of 16. That will be the o level or SAtS. We do our spm equivalent at the end of the year at the age of 17. So we waste 18 months more teaching students to "o" level standards.
Western countries do not have exams before that but students are assesed by teachers on theur capability.
